The attention of all the District Educational Officers / the Deputy Educational

Officers / the Deputy Inspector of Schools / the Mandal Educational Officers, the
Principals of A.P. Model Schools and the Headmasters of Govt / ZP / Atded
managements in the Zone-ll is invited to the references cited wherein certain
instructions have been issued for increasing the performance of Schools and
Students efficiency in learning.
All of us .ue aware that the students absenteeism in the schools is a serious
problem and it reduces the quality levels in Learning and reduces the efficiency of
any educational institution. More efforts are on from a long period and so many
measures have been taken to reduce the students absenteeism. After a thorough
study on basic reasons for students absenteeism, astonishing facts came in to Iime
light that nearly 900% of the students are not attending the school only due to their ill
health like Head-ache, Fever, Dehydration, Dizziness, Lack of Concentration, stones
in kidneys and bladder dizziness, fatigue, for which the main reason is not taking
sufficient water during their school hours.
Keeping in the view the above facts,all the Principals of A.P. Model Schools
and the Headmasters of Govt / ZP / Aided managements in the Zone-ll are hereby
instructed to execute the following plan of action immediatelyby the name "WATER
BELL,", in all Primary, Upper Primary and High Schools as a step to reduce the
student absenteeism in the schools:
(l) AII the students must be instructed to bring the Water bottles with or
without water from their homes.
(2) Sufficient Safe Drinking Water should be made available for the
students in School premises and see that all the Students shall fill
their bottles with drinking water before going to their classes.
(3) On every day, in the school assembly, the importance of taking water
such as how it prevents the ill health, reduces fatigue and enhances
the learning skills which in turn elevates the quality levels, how can
we avoid other illness and diseases by taking sufficient water and the
affects of not taking sufficient water etc., shall be explained to the
Students.
(4) A bell, by the name of Water Bell,shall be ring two times speedity
without giving a gap to make a difference with other bells duly
informing all the students in the school that as and when hear the
"Water Bell", they shall have to drink some water according to their
need.
(5) The timings for ringing the "Water BelI" are for the Primary Schools
and the Upper Primary Schools at 09.30, 11.15, 14.00 and 15.15 and
for the HighSchools at 10.05, 12.30, 14.30 and I6.I0.
(6) In this regard, no student should go outside of the class for water and
the teacher should provide only 2 minutes time for students to drink
water without moving from their seats and the class timetable,
classroom environment and instructional hours shall not be
disturbed.
All the Principals of A.P. Model schools and the Headmasters of. Govt / Zp /
Aided managements in the Zonell shall be held responsible for maintaining and
monitoring the activity.
All the District Educational officers / the Deputy Educational officers / the
Deputy Inspector of schools / the Mandal Educational officers in the Zone-ll are
hereby instructed to issue further necessary instructions to all primary, upper
Primary and High schools in this regard and observe the activity during their Visits ,/
Inspections and take necessary action if found any lapses duly submitting their
reports with remarks to the concerned authorities from time to time.
Any deviation in this regard will be viewed seriously and necessary action
will be initiated against the defaulters without further notice and the Inspecting
officers concerned shall also be held responsible for any lapses against the
instructions issued.
Receipt of these proceedings should be acknowledged.
